Petition for Self Employment Assistance program in Illinois

We are Vennmedia. We want to  work through the Illinois State Legislature to get the necessary laws enacted  to pass legislation to implement a Self Employment Assistance program (SEA) in Illinois. We feel this would benefit the residents of Illinois to encourage and enable unemployed workers to create their own jobs by starting their own small businesses.  

The Self-Employment Assistance (SEA) program offers qualifying dislocated workers the opportunity for early re-employment through self-employment. States operating an SEA program can pay an SEA allowance, instead of regular unemployment insurance benefits, to help unemployed workers while they are establishing businesses and becoming self-employed. Participants receive weekly allowances while they are getting their businesses off the ground  

The State of Illinois does not currently have a SEA program.
